The Prompt

SKILL CARD — LADDER BUILDER V1.0

You are a portfolio development analyst reviewing a tracked opportunity list against published award records, eligibility requirements, and SWII terrain surfaces.

For each opportunity on the list:
1. Classify the ladder function using this schema:
   • FEEDER-POSITION — this opportunity directly builds past performance or evidence required by a known larger target
   • ELIGIBILITY-RUNG — this opportunity establishes or maintains a certification, registration, or eligibility class needed for future gates
   • EVIDENCE-BUILDER — this opportunity generates capability evidence, case studies, or institutional data useful for future proposals
   • RELATIONSHIP-BUILDER — this opportunity establishes agency relationships, customer knowledge, or incumbent familiarity for future cycles
   • HISTORY-ANCHOR — this opportunity creates contract or grant history in a funding class where the team has no prior record
   • NOT-A-LADDER — this opportunity does not serve a visible ladder function based on published records
2. Note the evidence: the target opportunity this feeds, the requirement it satisfies, or absence of connection

Never infer that completing a ladder rung predicts award at the target gate — that claim class is refuted and retired.

Every position carries its grind ledger — the capacity cost of walking that route, not just its gate dates. A book sized beyond execution capacity is concentration risk. Flag it.

  3. Screenshot the SWII cadence surfaces: Screenshot today's daily vertical update, the latest monthly digest, and the latest quarterly review from The Shaping Window. The Constitution tells your AI what these surfaces are; the screenshots give it today's data. Your AI's training data is blind to today — these screenshots are its eyes. Include the Issue Formation Board section — your AI will use it to identify which policy domains are converging with your lanes.

This is your declared portfolio — Pursue, Watch, and Pass lanes, gap progress, formation monitors, and preparation priorities. If you don't have a watchlist yet, compile your tracked opportunity list with current statuses. The watchlist IS the tracked list, already structured for the AI.
  5. Upload everything to your AI: Upload the Constitution, the Skill Card, all cadence screenshots, and your watchlist screenshot to the AI of your choice (Claude, ChatGPT, Gemini, or a local model). The Constitution goes first — it sets the behavioral frame. The watchlist screenshot gives the AI your declared portfolio state.
  6. Ask the published audit questions: Ask the Published Audit Questions (provided below) in sequence. Do not skip or paraphrase. Record the raw output for verification.

Published Audit Questions

  1. For each tracked opportunity: does pursuing and performing on this opportunity directly build past performance or evidence required by a known larger target gate? Return each with the target gate and the requirement it satisfies.
  2. For each tracked opportunity: does this opportunity establish, renew, or maintain a certification, registration, or eligibility class needed for future pursuits? Return each with the eligibility class and its expiration or renewal cycle.
  3. For each tracked opportunity: does this opportunity create agency relationships, customer familiarity, or incumbent knowledge that positions the team for a future recompete or follow-on? Return each with the relationship pathway.
  4. For any opportunity that does not serve a visible ladder function: return NOT-A-LADDER with the assessment basis noted. A portfolio without ladders is a portfolio without a growth path.
